A route closed to large companies since 2013 is reopening for AI

Korea suspended new Professional Research Personnel allocations to large companies in 2013. The route is now expected to reopen for AI from 2027.

According to a 2027 recommendation list submitted by the Ministry of Science and ICT, LG Electronics, HD Hyundai Robotics, Samsung Medison and Samsung Electronics were recommended, covering nine research institutes and demand for 81 positions.

These are recommended needs, not final allocations. Final designation and headcount allocation by the Military Manpower Administration are still pending.

The program preserves research continuity rather than simply replacing three years of work

The Military Manpower Administration describes Professional Research Personnel as a system in which eligible personnel fulfill military obligations while conducting science and technology research at designated research institutions.

For those otherwise subject to active-duty enlistment, the service period is 36 months.

For a researcher, the strategic value is therefore career continuity: the ability to keep working in a relevant research environment while fulfilling the obligation.

Scarce-talent competition is usually described through salary, signing bonuses, equity and research resources.

Of 240 planned AI master's-level Professional Research Personnel positions next year, 120 are intended for large-company research institutes.

Yet recommended demand from the four companies totaled 81, or 67.5% of the planned large-company capacity.

A shortage of AI talent does not mean every large employer can automatically use the program.

Reported eligibility criteria include R&D investment of at least 5% of revenue, operating in fields that do not directly compete with small and medium-sized enterprises, and demonstrating objective R&D performance.

Some large companies that applied reportedly failed at the recommendation stage.

The market can therefore contain two shortages at once: scarce AI researchers and a limited pool of employers eligible to remove this particular career constraint.

Company-level demand was highly uneven

Financial News reported the recommendation-stage demand as 61 positions for LG Electronics, 10 for HD Hyundai Robotics, five for Samsung Electronics and five for Samsung Medison.

These figures are not final allocations and should not be used as a proxy for each company's total AI hiring scale or technical strength.

They do show that employers differ in how much demand they are trying to route through this specific constraint-removal mechanism.

This is closer to talent infrastructure than a perk

Salary, benefits and remote-work policies improve the conditions after a person joins.

A research-service route changes whether a person can continue a career at that employer in the first place.

That makes it closer to Talent Infrastructure: a structure that enables scarce talent to enter and remain in the career path rather than simply improving the package after entry.

Employers should ask what prevents scarce talent from joining

Military service is only one form of friction.

Global talent may face visas and family relocation; researchers may care about equipment and publication freedom; parents may face childcare constraints; senior hires may face large unvested compensation losses.

In scarce-talent markets, the recruiting question can shift from 'how much more should we pay?' to 'what is stopping this person from moving at all?'
